Video card to blame for this issue?

They appear in 2D or 3D environments, at various temperatures, and last from a few seconds to over 30 minutes. They are sort of pinkish red, and seem to follow the contour of certain screen objects, such as the very edge of the mouse cursor. The attached photo looks weird, but that's just what happens when you photograph a monitor sometimes.
